As budget talks in Albany languished this week, tension between the legislature and Governor Kathy Hochul became more palpable, with lawmakers working without pay since the April 1 budget deadline was missed 11 days ago. Fiscal discussions seem to be progressing slowly at best while leadership works through the policy priorities of the Governor. It has been quiet in the capitol and legislative office building, and members have begun looking at some post-budget priorities while upper-level budget talks continued. The added pressure of legislators working without pay has often been utilized by Governors to push legislators to an agreement. However, we have heard that lawmakers made preparations this year and do not seem to be in any hurry to acquiesce to the Governor’s policy demands. As Senate Deputy Majority Leader Mike Gianaris stated: “The later the budget is, the more the governor gets blamed.” That being said, we have heard that at least two of the four major issues are either agreed to or very close to an agreement. –Park Strategies
