With the 2023 New York State legislative session underway, Eastern Contractors Association joined our construction colleagues and others from across the state in asking Governor Kathy Hochul to include additional funding in her Executive Budget for NYSDOT core and local highway capital budgets. In 2021, the Governor enacted the NYSDOT’s first fully funded five-year capital program in nearly a dozen years. While the current five-year capital program provides a strong base, the adopted capital program will need additional funding each year to stop the further deterioration of the state’s highways and bridges. While we understand the state’s restrained fiscal condition, we requested that the Governor use funding already allotted to the state through the federal American Rescue Plan Act (ARPA) relief funding or any other source that would increase funding for state and local highway infrastructure in her 2023-24 Executive Budget.
