15 Tips To Prepare Your Crews for the Heat

With temperatures hitting their summer highs, ensuring the safety of your construction workers becomes a top priority. But what can you do?

Workers in the heat will need adequate shade and extra breaks. Sometimes, crew leaders can send some team members to work in less hot areas of a structure. By implementing such administrative controls—adjusting work schedules and relocating workers—contractors can minimize the risk of heat-related incidents.

Fundamentally, preparing for the heat means being flexible and taking proactive steps to keep workers safe. Here are 15 ideas you can put into practice today.

Identify your high-priority job sites by their potential for heat exposure.

Hold biweekly meetings with supervisors.
Provide cooling liners for helmets.
Distribute electrolyte packets.
Work earlier in the day.
Rotate work areas.
Rotate tasks.
Provide training.
Keep on top of the weather.
Ban energy drinks.
Have heat programs and plans.
Talk with the GC/CM.
Talk with the other trades.

Why Cybersecurity Matters for Construction

Cybercriminals are increasingly targeting construction firms, drawn by large financial assets and tight project timelines, rendering both large and small projects vulnerable.

The 2021 Infrastructure Investment and Jobs Act has spurred more projects, amplifying cyber risks as firms digitize, which creates new attack vectors. Sophisticated tactics like phishing — through email, voice and SMS messages — exploit weak passwords, a lack of multifactor authentication and careless data sharing.

Construction companies must prioritize cyber hygiene to safeguard data and projects, as well as cyber insurance to protect themselves in case an attack breaks through their defenses.

Congressional Bill Would Preempt NYS Scaffold Law

Congressman Nick Langworthy (R., N.Y.) has introduced a bill in the House that would reduce the cost of federally funded construction projects in New York state.

New York’s Labor Law 240, known as the Scaffold Law, imposes absolute liability on property owners and contractors for construction workers’ gravity-related injuries from falling or being hit by a falling object. Enacted in 1885, the absolute liability standard applies even when the worker is at fault.

Eastern Contractors Association's 66th Annual Steak Roast was held earlier this week at the Polish American Citizens’ Club in Albany. We had a beautiful sun-filled afternoon, as a large turnout of members and guests enjoyed a good time of delicious food & good fellowship. It was great seeing everyone!

Our Next Generation Leadership Council saw a great turnout for their 6th Annual Cornhole Tournament, with numerous teams participating. This year’s winning team came from Turner Construction, with Robert Lawyer and Sean Doster earning top honors. Justin Sprung and Mark Erceg from Terracon were runners-up. This was a great event and is sure to be back again next year...thanks to all who participated!!

Our evening came to a close with our world-famous door prize raffle (with over 100 items given away!) and 50/50 drawing. The 50/50 proceeds were donated to the No Neighbor Hungry campaign, benefiting food pantries throughout the Capital Region. Broadview Credit Union is currently matching gifts, which doubled our contribution to $1,090!

Cozzolino was a member of ECA for 20+ years and was the General Contractor for the construction of the Building Industry Center. His son, Jim, currently serves as ECA’s Treasurer.

Backover Prevention From OSHA

Every year, backover incidents lead to serious injuries and fatalities in construction zones and workplaces. These incidents often happen when drivers lose sight of people, objects, or vehicles behind them. In response, OSHA has launched the #MirrorCheck initiative to raise awareness and provide resources to help educate workers and employers in the construction industry about safety practices that can prevent backovers and save lives.

The #MirrorCheck initiative is a presentation that covers a variety of ways to help prevent backover incidents, such as adjusting mirrors properly, using spotters, internal traffic control plans and more. Click here to download the presentation in PDF form.

OSHA Issues New Resources on Preventing Heat Illness in the Workplace

OSHA recently issued two new resources on preventing heat illness in the workplace, including a fact sheet on “Young Workers and Heat Illness” addressing precautions that young workers should take before starting work in the heat and a short customizable conversation guide that includes a five-step, five-minute conversation that employers, managers, and supervisors can have with workers to plan for necessary actions to take in the event of a heat emergency.

More Office Space Removed Than Added in 25 Years

According to new data from the CBRE Group, for the first time in 25 years, more office space is being demolished or repurposed than is being built across the largest 58 U.S. real estate markets.

GAO Releases Apprenticeship Report

The Government Accountability Office (GAO) released a report entitled, “Apprenticeship: Earn-and-Learn Opportunities Can Benefit Workers and Employers” outlining the benefits of apprenticeship programs and how the federal government can make apprenticeship programs more successful for students and workers. The report found that participants in registered apprenticeship programs are likely to earn higher post-completion wages than students pursuing an associate’s degree, incur less debt than those students in technical education, and benefit from industry-connected skilled education.

BOCES National Signing Day a Success

Eastern Contractors Association was proud to be a part of the Capital District BOCES Career & Technical Education's recent Signing Day, recognizing students who are entering a skilled trades career following their graduation.

A total of 46 students participated in the Signing Day event, with 18 of them entering the construction industry workforce.

Five ECA member firms – AMC Construction and Management Corp., AOW Associates, Inc., BPI Piping, Inc., John W. Danforth Company, Jersen Construction Group, LeChase Construction Services, LLC, MLB Construction Services, LLC, Murnane Building Contractors, Inc., M. Sullivan Construction, Inc., and Tri-City Scaffold Co., Inc. – were also on hand, as several of the students will be joining their companies.

The students are looking to become members of Bricklayers Local No. 2, the North Atlantic States Regional Council of Carpenters, Iron Workers Local No. 12, Laborers Local No. 157, Laborers Local No. 190, Plumbers and Steamfitters Local No. 7, and D.C. No, 9 Painters/Glaziers.

Construction spending took a slight dip in March 2025, slipping 0.5% from February. But year-over-year, the industry is gaining ground—March 2025 saw a solid 2.8% increase compared to the same time last year, according to the U.S. Census Bureau.

Federal investments and shifts in monetary, tax, and trade policies are set to unlock fresh opportunities over the next five years. Through it all, the construction industry remains a powerhouse of resilience, ready to adapt and thrive.

Labor demand is expected to cool in 2025 as major projects under the Inflation Reduction Act, Infrastructure Investment and Jobs Act, and CHIPS Act wrap up. Construction Quit Rate Up Slightly

Sage Economics recently took a look at how frequently construction workers are quitting their jobs. In general, they found that while it's not happening much, the numbers are a bit higher than they were at the end of 2024.

A closer look at the data showed that workers tend to quit more when there are lots of job openings (in construction and competing fields) and fewer workers, like in 2005-06 and 2022. Starting at the end of 2022, however, worker availability improved and industrywide momentum slowed. The quit rate plunged, falling to levels not seen since the early 2010s, when not a lot of construction was going on.

According to Sage's analysis of the data, quitting has accelerated during the first few months of 2025. They say it’s possible this is just statistical noise and that this data series is volatile on a month-to-month basis. But even looking at the 12-month moving average, which should mute any noise and eliminate wonky seasonal factors, they see that the quit rate has started to rise for the first time since 2022.

BOCES Gets Boost in NYS Budget

The enacted budget increases the BOCES aidable salary cap to $60,000 over a three-year period. The increase will phase-in beginning with an increase to $40,000 for the 2026-27 school year, $50,000 in 2027-28, and will be set at $60,000 in 2028 29 and thereafter. The enacted budget also increases special services aid for non-component districts, in support of career and technical education from the current $3,900 used to calculate aid to $4,100 beginning with the 2025-26 school year. Additionally, the enacted budget expands the grades for which students may be used in special services aid calculation to include 9th graders.

Applications for ECA's Colton D. Harper Memorial Scholarship Now Available

Eastern Contractors Association, Inc. has undergraduate scholarships available for the 2025-2026 academic year to sons and daughters of management employees who are working for ECA member firms. Current management/office staff employees of ECA member firms are also eligible for this scholarship.

ECA Sponsoring CANstruction to Benefit Food Pantries for the Capital District

Eastern Contractors Association is proud to announce our support for the 2025 Capital Region CANstruction event taking place at Crossgates Mall through May 19.

This year's theme is "LIGHTS, CANMERA, ACTION!" and includes entries from ECA member firms A.O.W. Associates, Inc., C.T. Male Associates, LaBella Associates, and Ryan Biggs Clark Davis Engineering & Surveying. With eight other entries, this year's event boasts 12 different displays plus an additional entry from the Girl Scouts of Northeastern New York.

Visitors are encouraged to bring canned goods (tuna, beans, canned vegetables, soups/chilis, and fruit) to Crossgates Mall and participate in the CANstruction competition and food drive. Visitors can use their canned goods as ballots to vote for the winner of the People’s Choice award.

Since its inception in 2011, Capital Region CANstruction has donated over 907,863 lbs. of food and nearly $379,000 to The Food Pantries for the Capital District. ECA has been a sponsor of the CANstruction event for numerous years.

DOL Issues Guidance: It Will Not Enforce Independent Contractor Rule

The Department of Labor’s Wage and Hour Division (WHD) issued a Field Assistance Bulletin (FAB) explaining that the WHD will not enforce the Biden-era independent contractor rule that made it harder to classify construction workers as independent contractors. Per the FAB, while a number of lawsuits challenging the legality of Biden’s independent contractor rule are pending, the WHD will no longer apply the rule’s analysis when determining independent contractor status in Fair Labor Standards Act investigations. Instead, the WHD said it will rely on longstanding principles outlined in Fact Sheet #13 and further informed by the reinstated WHD Opinion Letter FLSA2019-6, which addresses classification in the context of virtual marketplace platforms. –SWACCA

NYS Sales Tax Requirements for the Construction Industry

Sales tax requirements for contractors, subcontractors, and material suppliers in New York can be extremely confusing and subject to much misinterpretation. The rules for sales tax applied to construction industry activities are much more complex than everyday general consumer taxes.

12th Annual National Fall Stand-Down Next Week

Thousands of worksites will join OSHA and its partners for the annual National Safety Stand-Down to Prevent Falls in Construction with events across the country from May 5-9.

Employers and workers will pause during the workday to talk about fall hazards, OSHA compliance, and industry best practices to prevent falls in all workplaces. The lack of proper fall protection is the most frequently cited OSHA violation.

ECA member firms are encouraged to participate. Let's do all we can to be safe out there!

Helfrich Honored With Bridge Builders Award

The Albany Law Enforcement Resolution Team (ALERT) recently honored ECA President & CEO Todd Helfrich as a community “change agent” and recognized him and others with its Bridge Builder Award. The award honors community members who encourage people within their sphere of influence to be better and live in ways that will improve all relationships.

Over a number of years, Helfrich has worked with the ALERT program’s leadership to bring ECA members and new/rising business owners from the minority community together in a mentoring roundtable, and he continues to offer support on a variety of topics that benefit young and rising companies. ECA as a whole has also supported a number of ALERT's community programs, including its annual “Unite the County” event and other “in the neighborhood” initiatives.

The ALERT Partnership was established to serve as a liaison between residents of Albany and the members of local police and law enforcement. ALERT identifies issues that “a” community faces and connects them with the police or law enforcement agency that can best address their concerns and, in some cases, meet the physical needs of the community. Last evening, the Supervisory Training Program (STP) recognized three graduates for completing the full, multi-unit program.

Congratulations to Peter Schoonmaker (Carpenters Local No. 291/AMC Construction and Management Corp.), Robert Tomlins (Carpenters Local 291/AMC Construction and Management Corp.), and Andre Lessard (Comalli Group) for completing the full set of classes.

The STP curriculum consists of six different units and covers a variety of topics, including planning and scheduling, contract documents, communication, productivity, scheduling, and managing risk. Overall, it takes students two years to complete all of the requirements.

USDOL to Lose Roughly 20% of Its Staff

CPWR recently published its latest Data Bulletin, which examines examines fatal and nonfatal on-the-job injuries, as well as suicides and overdoses, among construction workers.

Acording to the data points:

In 2023, 982 construction workers 16 to 64 years old died from on-the-job injuries, nearly 16,000 from overdoses, and more than 5,000 from suicide.

From 2012 to 2023, the number of fatal injuries in construction increased 29.4% (849 to 1,099), while the rate of fatal injuries per 100,000 FTEs declined 5.4% (9.7 to 9.2 per 100,000 FTEs).

From 2022 to 2023, the number of suicides among workers aged 16 to 64 years old decreased, but the number of at-work suicides increased 72.7% (22 to 38). During the same period, both overdoses and at-work overdoses among construction workers decreased.
